EU Fully Bans BPA-Lined Metal Food Cans from July 20, 2026, Triggering Full Compliance Restructuring of Global Beverage Packaging Supply Chain

Endocrine-toxicity compliance officially enforced; beer & carbonated drink manufacturers rush to replace with BPA-free lining materials

The European Union has rolled out stringent new regulations restricting the use of BPA in all food-contact packaging materials. The updated rules set tighter migration limits and expand restricted application scenarios, creating far-reaching impacts for global food packaging suppliers and sausage casing manufacturers. Enterprises exporting food packaging and artificial casings to the EU must adjust material formulas and product testing standards to meet the latest compliance requirements.

The 18-month transition period of EU Regulation 2024/3190 ended on July 20, 2026. Metal food and beverage cans with Bisphenol A (BPA) inner coatings are prohibited from sale across the EU territory, covering beer, energy drinks, carbonated sodas, canned ready meals and other mainstream packaged goods.

Multiple risk assessments released by the European Food Safety Authority (EFSA) proved trace BPA can leach from can liners into food and drinks. Long-term intake disturbs human endocrine systems and poses reproductive health risks. This ban applies to all single-use metal packaging containers. Global packaging factories and food filling enterprises exporting to the EU must complete production line upgrades.

Industry reports show production costs will rise by 12%-20% in the short run. Two mainstream alternative solutions are widely adopted: BPA-free epoxy-phenolic coatings, stainless steel composite liners and high-barrier PET laminated cans. Food exporters in Asia-Pacific and South America are restructuring supply chains urgently, bringing new bulk orders to domestic cellulose, plastic casing and metal can manufacturers.

The EU has launched supporting random inspection policies. Non-compliant products will be fully recalled with fines equivalent to 5%-10% of the cargo value. The global BPA-free metal food packaging market is projected to grow 37% year-on-year in H2 2026.
